Corporate Officers

David Dugger - President and CEO

David Dugger started his mechanical construction career in 1971 as a sheet metal and piping apprentice while studying mechanical engineering at the University of Tennessee. He has held many management positions during his career as well as project management and estimating. David has been involved with a variety of projects in terms of both in size and complexity ranging from healthcare, manufacturing facilities, institutional, commercial office and mix-use buildings. He holds licenses in over twelve states and has extensive experience in the design/build areas of mechanical construction. David is a strong supporter of the mechanical industry, serving as state president and board member of the PHCC in Tennessee and other national and local committees.

Gary Coulter – Vice President

Gary Coulter has more than thirty-five years of experience in plumbing and piping work. He entered the field in 1974 and worked on projects ranging from schools and hospitals to industrial jobs. Gary started working for Shoffner Kalthoff in 1984.  Four years later, he was promoted to estimator/project manager. He became vice president of SKMES in 1990. Gary has been involved with numerous projects involving pre-construction services, design/build, plan and spec and negotiated work.

Richard Whillock – Vice President

Richard Whillock has more than thirty-five years of experience in the sheet metal industry. He is a graduate of the University of Tennessee and a former Tec. Sergeant in the Tennessee Air National Guard. Richard started his career with SKMES in 1990. His responsibilities have included estimating, project managing, duct design for HVAC systems, industrial exhaust systems and dust collecting and custom sheet metal fabrication. Richard is past president of the East Tennessee SMACNA Chapter and the Tennessee Association of Plumbing, Heating and Cooling Contractors, and has served on the Board of Directors for the East Tennessee ASHRAE chapter.

R. Todd Wolf – Chief Financial Officer

Todd Wolf earned an accounting degree from the University of Tennessee and is a Certified Public Accountant. His career spans the restaurant industry as well as construction.  In 2006, Todd was offered the position of Chief Financial Officer of ShoffnerKalthoff. He currently oversees accounting, insurance, human relations and information technology for ShoffnerKalthoff. Todd serves as a Trustee for the CompTrust AGC of Tennessee and is an active member of the Rotary Club of West Knoxville.

John Speed – Director of Operations, SMS
(Service Division)

John Speed has more than twenty years of experience in management positions, with more than ten years specifically in the contracting industry.  He is a 1986 graduate of the University of Tennessee. In 1998, John began his career with Shoffner Mechanical Services, the service division of SKMES.  While there, he developed the sales and marketing programs for the company, until becoming Director of Operations in 2006. John has helped build SMS into the single largest HVACR service company in East Tennessee. He currently serves on the board of the East Tennessee chapter of IFMA and also serves as Chapter President for the Knoxville chapter of the PHCC.

Bill Campbell – Electrical Operations Director

Bill Campbell has more than thirty years of experience in all facets of electrical construction, in both fieldwork and management. He graduated from the University of Maryland in Business Administration.  His project administration positions have included estimating, senior project manager / project executive, division manager, operations director, and president of a major Knoxville electrical firm. In 2006, Bill joined SKMES as Electrical Operations Director. Bill has managed electrical projects up to 25 million dollars in size. His project experience includes healthcare, institutional facilities, industrial, high voltage, commercial and specialty projects.
